The Morgan dollar was born from the Bland-Allison Act of 1878, which required the Treasury to buy millions of dollars’ worth of Western silver every month and coin it into dollars. Designer George T. Morgan used a Philadelphia schoolteacher, Anna Willess Williams, as the model for Liberty. Honest circulated surfaces consistent with the grade — plus real silver bullion value.
